Andrej Ulexeievitch Koscuisko (pronounced AHN-dray you-LECHS'-vich
koe-SHOO-skoe) was born on Azanry, the most prestigious planet in the
Dolgorukij Combine. The Dolgorukij are considered a bit old-fashioned in
Jurisdiction space, but they are wealthy enough to be considered eccentric.
The Koscuisko family is one of the oldest and wealthiest in the Combine, and
Andrej is the eldest son. Upon coming into his inheritance, he will be "The
Koscuisko Prince" - and even more wealthy than he currently is.

In accordance with family tradition, Andrej was educated and learned a
trade. He attended the Medical School on Mayon, the most prestigious
medical school in known space. He specialized in neurosurgery with a
sub-specialty in psychopharmacology and was an especially gifted student.

Unfortunately, family tradition also included a stint in Fleet. The only
position open to a doctor is Inquisitor (translation: torturer). To his
great personal horror, Andrej discovered that he enjoyed implementing the
"levels" and became the most effective and notorious painmaster in Fleet.
Despite his skill, Andrej detests himself for enjoying the suffering of
others.

Andrej served on two vessels, Scylla and Ragnarok. His time aboard Scylla was not as bad as it could have been, for his captain was a decent man. During special assignment to the Domitt Prison, Andrej uncovered corruption that embarrassed the Second Judge and her administration. The judge's First Secretary Sindha Verlaine punished Koscuisko by assigning him to Ragnarok. Ragnarok's captain, Griers Lowden, was corrupt. He repeatedly required Andrej to question suspects even after they had told all they knew – and threatened harm to Koscuisko's security if he refused. Following a particularly heinous crime by one of Lowden's men, Andrej killed his Captain. For reasons unknown to Andrej, a Bench Specialist (a form of special agent) took credit for the crime.

Andrej's eight years of service were near to their end. To escape further
vengeance from Verlaine, Andrej was coerced into re-enlisting in Fleet.

Physically, Andrej is short and deceptively slight. He is, however, very
strong; this is because Dolgorukij muscles are tied to bone differently than
modern Earth humans. This allows Andrej to drop much larger opponents with a single backhand. Dolgorukij also have a very high metabolism. This
gives them a taste for sweets and allows them to drink much more alcohol
than one would expect before they become impaired. He is blond with hair
longer than military average; command wants him to cut it, but daren't order
him to do so. He has a wide face with a strong jaw and a minimal nose. His
eyes are pale blue and extremely intense. He is fairly attractive but
doesn't think he is at all. He moves gracefully and is a skilled dancer.
Andrej has a thin dueling scar under one eye and scars on his left hand,
back and palm, from a knife wound. He is left-handed.

Andrej carries five knives in a body harness at all times. The knives were
a gift, in a way, from one of Andrej's security that died. The knives have
religious significance and have been known to jump into Andrej's hand when
he is in danger.

Andrej comes from the writings of Susan R. Matthews Jurisdiction novels. This universe is thought to be about 40,000 years in our future. Control of Jurisdiction space is held by the First Judge and eight other co-equal Judges. Each Judge has a First Secretary. The military branch of government is Fleet. Jurisdiction is fierce in passifying systems into it's rule. All space not under Jurisdiction control is referred to as "Gonebeyond."
